To provide a forum in which Midwestern policymakers and researchers could debate these issues, the bank held a conference on education reform. This volume contains the collected papers and discussions from that conference. Though the research and discussion presented in this volume have a decidedly midwestern flavor, for a number of reasons, the ideas presented should be of interest to all researchers and policymakers interested in education in the United States.
